'65 OuterSeat Belt Retractor Install Orientation???

I am putting the seat belts back in my '65 Corvette and need to know if the outer seat belt retractors mount with the exposed metal anchor facing to the inside of the car and the vinyl cover/pocket mounted against the carpet... or vise-versa???

From the AIM is appears that the metal triangle belt anchor is mounted facing to the inside?

Any help would be greatly appreciated.

The outer seat belt retractors mount with the exposed metal anchor facing to the inside of the car.
