Joe,
You want to transfer the staple hole pattern on the inner fender to the new rubber. What ever method you use tape transfer or paper and rubbing, then drill holes in rubber. Understand they will close back up. I'm assuming you are using the preformed wire simulated staples. Feed the staples thru holes. Mate the staples in holes of inner fender.
You best have a friend hold a heavy metal buck against the staples so you can form them over on the fender side. Then lay them flat with a hammer.- Top

I was able to install them my self a few years back and my method was a little different. I placed the dust shield in the proper position. You could use some tape to hold in place. Then took a small piece of 2x4 and held it on the rubber surface to protect my hand from the drill bit. Then drilled 1/16" holes from the tire side in to the engine side through the original holes. When I removed the 2x4 there was a little saw dust residue to help locate the exact spot of the hole. It was easy to push the staple through. Then I used pliers to crimp the staple. There are about 10 or 11 staples on each side.- Top

On my 67 the staples were not "flattened out" They were looped like a paper stapler does. After inserting the staple thru the holes I used a needle nose plier to loop the "legs". Worked great to simulate a staple insertion tool.- Top
