Vehicle Inspection Sticker, Weight numbers do not add up

Can someone explain the weight calculations arrived in what is printed on the Blue Vehicle Sticker? Recently viewed a sticker from a '73 Coupe. It has a base engine, and includes the options: PS, PB, PW, AC, Radio, THM. The sticker lists the weight at: 4027 with 1925 Front and 2102 Rear. Looking at the AMA Spec sheet for the car weight, (dated 9/72), and the options weights sheet, I could only come to a total weight of 3616. Where does the extra 411 pounds come from? Is the sticker estimating passengers and full tank? Thanks in advance for your response.

The key is the acronyms GVWR or GAWR before the numbers

The latter is Gross Axle Weight Rating, the former Gross Vehicle Weight Rating. Here's a decent definition of the terms:

A GAWR is the maximum load an axle can support per manufacturer's specifications. It's important to know a vehicle's GAWR because...

      Robert:
I am not familar with the "blue sticker" but the difference might be "Curb Weight" vs "Gross Vehicle Weight"
Curb weight (in USA) is the actual weight of the vehicle only but with full fluids. Or base curb + installed options + full fuel and coolent
Gross Vehicle Weight (GVW) is the curb weight + passengers + some luggage load,...or for a corvette 300 lbs for two pass + 100 or maybe 150 for luggage load (what ever GM use at the time)
GVWR or Gross Vehicle Weight Rating is the GVW + a reserve not to be exceeded which is important for trucks

Michael, looking at the description provided, if I read it correctly, the GVWR is the maximum recommended weight. With the coupe sticker at 4027 GVWR, and with the options added to the car bringing it to 3616, that makes the total added weight for Passengers, fuel and packages at 411, correct?
