Part is steel. Looks like it was originally dipped black. Has a captured hex bolt with "Rockford" stamp, 1/4" x 1" x 20. I phospated it while I was doing other parts, as I assumed the captured bolt was done that way (?)
I don't believe there was any "Rockford" bolt usage by GM in that time frame. It's very likely that no one has an I'd for that part because it doesn't fit a car of that era. There are a lot experienced people on this site--their silence is deafening.
I can say this: I've had my original owner 1969 convertible pretty much completely apart several times and I don't recall coming across a part like the one you have pictured. It's possible, though, it is used in some "nook and cranny" that I did not get into.
I took my 69 completely appart and I don't remember a part like that. I had a small block convertible with a manual trans. It could be for a hard top, auto trans, big block,.....???
It is a fairly thick bracket / clip and looks to be in pretty good shape. Interior structural part? window frame, convert top frame perhaps? Now that you have us all wondering, you need to make it your life's mission to find out what this thing goes to.
First off, it came out of a box of Corvette parts and I haven't found any parts from any other vehicle, but might not be a Vette part at all ... maybe belongs to an alien spacecraft ;-)

- has a locating tang on the bottom to keep the part from twisting, so wherever it mounts there are two holes
- has a pointed tang inside the U-shape, to hold something in the U-shape in place? Probably not to glass, but maybe to grip to fiberglass?
- the U-shape is tapered, wider at the tang end and narrower at the other end
- the bolt is 1" long, so it mounts into something rather thick

The only Rockford-headmarked bolts that I can ever recall finding on a C3 were the special length rear spring end bolts used in PRODUCTION for 1975-79 Corvettes in order to establish precise bumper heights. If there were others I don't recall them.
