54 exhaust insulater

My new one comes with extra rivets. The insulater has extra holes drilled in the material. I am assuming that these extra rivets go there to hold the fabric together. Is this correct??? Not sure why they wouldnt do that where they are made.

I think I figured it out. These extra rivets are used to fasten the insulator to the 4 tabs on the chrome exhaust extension. Which way the heads go im not sure yet. But of course the insulator holes dont quite line up and the rivets are a hair larger than the insulator holes. What I dont know is should I have the insulator mounted to the body before body drop and slip the exhaust pipe into it later. That seems to be the case in the bible. NEVER THROW AWAY THE OLD STUFF NO MATTER HOW TORE UP IT IS! That how I figured this one out.
