Power Brake problems in a BB 67

My power brakes feel more like manual brakes. They really don't seem to have much (if any) power assist. The fluid levels are good and no leaks that I have found. Any suggestions on where to look. The car was restored maybe 14 years ago and really did not get driven. I am shaking the "driving" bugs out so it's more fun.

possibly the booster , does it hold vacuum ? If you hold pressure on the brake when you start the car does it drop slightly ?

OK no pedal drop upon starting. Bad booster???

Is there anything else for me to check or do I get a new booster?

make sure the atmospheric vent is not plugged
