59 package tray help

I am helping a neighbor with his well used 59. The package tray has an "L" shaped mounting bracket on each side. The left side has a screw that attaches through the dash pad. We can't figure out how the right side bracket attaches. There are no holes in the dash pad on that side. Can someone tell me how the bracket attaches?
