Thanks Rick, that is the way I read the manual.
1, chapter meet any flight
2, pass PV at a regional or national
3, at a national recieve 97% raw score and recieve the duntov at the same time

Chapter meets are for learning.
The problem arises when guy/girls start off with by skipping nice chapter show and go straight to the regional. Then they get a real education.

I have always wondered why our favorite club permits car owners to go to a regional without first attending a chapter. But I am sure they have good reasons in doing so.
