Can the rubber seal be replaced in an original PS cap? If so, how and where do I get a seal?

The caps used from about 1969 onward (scalloped perimeter; embossed top) were made of plastic. I don't think there's any way to remove the seal and replace it. In any event, a separate seal was never available from GM.
There are many options open to you, though. First of all, is that the same cap was used for most other GM applications from 1969 onward. So, there are plenty of used ones out there to find that may be in better shape than what you have.
Second, you can find these caps in the "Help!" carded parts section of your local auto parts store. The last time I looked at one of these it appeared identical to the originals. I didn't compare them side-by-side so I can't say, for sure, though.
The currently available GM/Delco cap is configured completely different than originals, so that's probably not an option for you.
Sounds like I may just have to live with the original. I will check out the help section Joe. Maybe I can use that one and just quickly change it out for judging.

I think that keeping the original cap for use in judging and using a replacement at other times is the way to go. Performing the "change out" is really a pretty easy task. There's no sense in destroying an original in a likely futile attempt to replace the seal.
As far as determining if you actually have an original, attached are photos of the original style power steering reservoir cap used from 1969 to 1979. Note that this cap has a "plastic rivet" in the center which retains the attached parts to the cap section. There are probably hundreds of thousands of these to be found in good shape in self-service wrecking yards. They were used across the Chevrolet and GM lines.
In a following post, I will post photos of the 1980-82 style cap which also was SERVICE for many years for all 63+ applications.
Attached are photos of the 80-82 style cap which was also SERVICE for many years for all 63-79 Corvette and other GM applications. Note the absence of the "plastic rivet" and the change in the script embossed on the top of the cap section. Otherwise, it's pretty much the same as the earlier style cap.
This is the style cap that you'll usually find in the "HELP!" carded section of your local auto parts store.
