    Terry,
    I was hoping you would chime in on this one. Have you ever seen this before? I did think that it could have been overlooked by the line man/woman? I don't plan on changing it or removing it for inspection until the car has been judged or looked over by someone more knowledgeable then I. The pad does not appear that it has been touched? I am going to check the wiring routing and compare it to my 71, maybe I can find some differences? The air conditioning ducts make it very hard to see behind the dash.
