I am trying to determine the date code on a muncie bellhousing P/N 3899621. In between the circles is a number 4. There is nothing in the circle above and left of the part number. In the other circle there is a raised number 71 above the line and a raised number 4 below the line with about 4 or 5 raised dots. I am try to see if this is correct for my July 68 car. I have search online and in Corvette by the Numbers but cannot find a good breakdown for the numbers. Thanks in advance for your help.

This may not be true for your car, but for a C2, according to Noland Adams page 88. The number above the line represents the month and the dots below the line represent the week of the month.

Just as an added note, there really is no such thing as a "Muncie" bell housing.
Bell housings on Chevy engines (bell housings on Pont engines, bell housings on Olds engines, etc, etc) are common to multiple vehicle applications.
In your case, the 621 bell housing was used on Pass cars, Vettes, Chevelles, Novas, Camaros, trucks, etc, etc.
The 621 first came into use on Chevy engines (NOT NECESSARILY V8s), as best as it seems, about 1967.- Top
