Headlight insulator attaching screws 5949838

E-Bay item 290169626088 (I'm not bidding) shows one attaching screw (I think it's 8-32 x one half.) and implies it's part of package number 5949838.

My main question: Am I close on the size?

Is it "pan head" phillips? I can't tell from this photo.

Other minor question: Was such a screw included with this part number?

The GM #5949838 is supplied with attaching hardware. In fact, I think this package is missing a few small pieces of hardware.

By the way, the GM #5949838 remains available from GM to this very day. There may be some slight differences, though, from an old example like the one pictured.
