54 grill installation

I am assembling a 54 grill which I did not take apart. I have put new teeth on the original grill bar and attaching the grill bar to the original grill bezel/oval. The bar is attached to the oval by 5 brackets. They are u shaped on one side and smooth on the other.
The question is, does the smooth side face the front or the back of the car? I also have a 56 and checked the grill assembly and the smooth side of the bracket is facing the rear of the car. There are also 2 nuts on the grill tooth stud, one acting as a spacer. Looks crude. Anyone know the correct way of attaching the assembled grill bar to the grill oval? Can't find it in any manuals.

There are also 2 nuts on the grill tooth stud, one acting as a spacer wrong. Looks crude. Anyone know the correct way of attaching the assembled grill bar to the grill oval? Larger flat washer ,locking washer then nut.Can't find it in any manuals.
