Are 67 rally wheel letter codes judged (B,DC,DG...)? Not too sure if there are even viewable via peeking through the valve stem hole in the rallye rings. Also, since the spares letter code is plainly visible is there a matching issue to the other four? Example, if I had a B coded spare with DC codes on all the other four would there be a deduct?
You hit the nail on the head: in most cases the rally wheel code is not visible with trim rings attached. In the odd case where you can see the code, it would be judged, but i have not seen many where the code is close enough to the stem to be visible with rings installed. One could always adjust the trim ring as well to improve one's score.
As you note, the spare is judged and would lose points for the wrong code.
We only judge the spare tire code and date. You cannot see the codes/ date with the trim ring in place. The spare does NOT have to match the 4 running tires.

Your code should be "DC" and the Judges do find ways to read the code while judging.
Very early '67 cars DID have the "B" code wheel, so, you should receive full credit.
Incidentally, what is the date inside your "B" wheel?

All four B wheels are date Aug 1966 ( 66 8). Were B wheels made for more than 1 month?

Probably less than a month.
I have seen "B's" into the early 700 VIN's on original cars. I have heard that they may have continued until about 1,200, but have not seen them.

One thing I forgot to mention.
Every production mounted "B" wheel I have seen also used the Schrader stem and cap rather than the Dill 627's and continued scattered longer through early production.
