Apparently not until late in calendar '69 (September?). My June-built '69 does not have the label, and the drivers door appears original and unmolested.
Dunno about the VIN, but the certification label was required by the Feds on all cars built on or after September 1, 1969. They started putting them on Camaros about August 20th.

Who is doing the best repro's nowadays? I've come to the conclusion that tthe one I had on my car was a fake, so I figure if I'm gonna have a fake, I at least want an accurate one.
I bought a nice reproduction off that popular auction site after researching the correct wording and font. Be careful. There were two or three other versions including one for 1972 Corvettes. The person who sold it to me stated in his description that he even has two or three '70s typewriters for the correct characters and typed the date and VIN on the sticker and it came with the mylar overlay.
