I agree and miss John's knowledge to help diagnose these issues. A bad CSV can allude to smoking and rough idle. When I changed mine, it helped with smoking and idled much better. You can check the CSV by hooking up a tube (I used a plastic tube that fit snug over the nipple while installed on the manifold - engine off of course) and slowly suck to where you can hear the valve open and close inside the CSV. If you don't hear anything, you probably have a stuck CSV. You can check with Gary Hodges Ramjet or Jack Podell if they have any CSV, but they'll probably want a core. Ebay might be your best bet and keep your original.
If your CSV is working based on the vacuum method, I would start diagnosing in this order (I'm referencing 1956-60 Corvette Chassis Service Operations manual pg 74)
1) Purge the system by accelerating the engine several times due to residual vapors (when you can get it running)
2) Check pump drive cable <- John would probably tell you this first
3) Check solenoid releases after engine starts
4) Check vacuum leaks, especially the vacuum lines to the main control diaphragm
5) If happens under cold start - check cold enrichment coil and fast idle cam rod adjustment
6) Spill plunger could be sticking
7) Check for fuel pump
