Well I managed to get this fixed. I decided to "try" a tile and glass bit which has a carbide tip. It went through the broken bit and the old bolt very easily. I'm a bit shocked this worked. Seems carbide bits are best on hardened steel. Also grinding down the rough bolt and broken bit with the dremel tool and a pointed aluminum oxide grinding bit was necessary so I could get the carbide bit centered perfectly in the middle of that bolt. I actually made a depression in the bolt with the grinding which helped center the carbide bit. I went very very slowly cleaning out the area with a shop vac and ensured the 3/16" carbide bit did not get hot, dipping in cold water and very very light oiling of the bit as I went. I went down all the way through the old bolt with the carbide bit. I then chased out that hole with a 13/64" cobalt bit. Again very very slowly to ensure it didn't break off. I applied a very small amount of cutting oil every pass and vacuumed out all the time.
Finally I tapped that hole with a 1/4" tap. Again very slowly, vacuuming and very light oil as I went.
Bolt fits perfectly and didn't have to cut the hood and mess with rivets. Maybe I was a bit lucky but it worked out.
