C-1 caster and camber adjustment

When turning the upper control arm pivot pin to adjust the caster and camber with a bubble type gauge does the car have to be sitting with all the weight on the wheels? Should the 1/4 inch allen wrench turn easily? Seems like it would be easier with the tire off, or does this mess up the reading. Thanks.

Measurements must be made with the suspension settled on the tires as if on the road. Caster and camber change with ride height.
