No type of gun sets those.

They are made of soft aluminum and as noted above you can use an air hammer with a bucking bar. The aluminum is so soft that you can also use a hammer and back up the rivets with some type of steel plate.- Top

If that rivet is the one you plan on using for splash shield installation you might want to double check if correct type. Per UPC 1 sheet D9 rivet #9409244 is a #100 countersunk head aluminum rivet 3/16 X 7/16 pointed head.- Top

FWIW I set some 1/4" dia STEEL rivets yesterday for a bracket on a bumper, it took more time to get out the tools and set up for the job than it did to set the 2 rivets.James A Groome
