most of the original production-line balancer bolts had a safety-wire hole, and so did the Service replacements, until about 20 years ago.

One of my harmonic balancer bolts without the hole was removed back in 1990 from a 1970 Monte Carlo which had the original engine.

It's always possible that the harmonic balance bolt without the hole on the 1970 Monte Carlo was replaced sometime between 1970 and 1990 for whatever reason. Things can change in 20 years. All the other harmonic balancer bolts that I have were purchased at swap meets or salvage yards that I forgot to take notes.
