Were the brackets for the expansion tank and w/w bottle installed in the engine compartment before or after the blackout process.

Hi- I have 69#307xx,and the w/w bottle bracket was installed after the blackout process. (the three rivets holding it to the inner fender are unpainted); this car does not have an expansion tank bracket- just the dimples where it would be- (L-46)
I ordered the car, and nothing has been changed. Hope this helps-E.J.
