I don't know the answer to the finish on the plate, but the document listed below by John Hinckley states the following on page 14 discussing the "Engine Dress Line" at St. Louis:
"Install fuel pump pushrod, mounting plate, and fuel pump"
So apparently the plate was not on (don't know how it could be held in place w/o the pump anyhow) at the engine plant when they were painted...
Tim, I have momentarily misplaced my 66 Judging guide, however, the 63-4, 65 & 67 Guides do not address this plate when describing the fuel pumps and attaching hardware. It has always been my opinion that they should be natural steel with the lower bolts or screws plated cad or zinc.
Tim, I just took some pictures of an original ‘66 327 L79 that was removed from a ‘66 roadster for the first time. The car is a good example of a completely original car. Same family owners from new. To answer your question, the fuel pump plate is in bare metal, no paint.

I can also confirm the fuel pump mounting plate was bare steel. It will rust. My recommendation if one wants to avoid the rust, spray the plate with a satin clear.
