I am trying to plan ahead looking to see if anybody knows of good and clean hotels in safe area near the speedway and the fairgrounds where the events are being held. Trying to get as close as I can. Thank You
There aren't many hotels "near" the Speedway, and many are already fully booked.
Use TripAdvisor or similar to find one that is still available and matches your price point.
Same for Carlisle - odds are most are booked a year in advance the day the show ends by those leaving.
That's the only way to get close.

For Carlisle we just stay in Mechanicsburg. Should be relatively easy to find hotels there. Recommend EARLY arrival at fairgrounds to avoid traffic.
If you register via “Carlisle Funfield”, be sure to identify your organization as NCRS. Your windshield sticker will then identify NCRS reserved parking. First-come-first served space available - if filled up then use general parking. Last year, NCRS parking was over beside NCRS display tent.
Lawrence - For Carlisle, my father and I stayed at the Marriott Towne Suites in Harrisburg/Mechanicsburg last year. New hotel, very clean, very safe, and just 10 miles from the fairgrounds.
My son and I have stayed in various motels/hotels in Carlisle over the years.
New favorite is the Comfort Inn right off the PA Turnpike. Located behind Motel 6 and Best Western. 3 miles from the fairgrounds.
Across Rt 11 is the Holiday Inn Express.
Since Carlisle is one of the biggest Truck stops in the USA there's a ton of placed to stay.
