Who make the best carpeting and weather stripping for my 69 corvette.

No one.

There are only a few carpet suppliers (Al Knoch, Corvette America, MidAmerica) and none of them have the details regarding binding, stitching, shape or even color correct. I would suggest that if you have a color other than black that you ask each of them to send you color samples so that you know what you're getting.

If you have your original pieces, you will want to have your heel pad moved from those to your new carpets.

Only 2 companies make weather stripping. Corvette Rubber makes all of the items, and MetroMolded makes a selection of them. The MM items are nice for a driver as they are softer and a bit thicker, but not at all like factory. The Corvette Rubber pieces are generally stiffer than original, but it's usually all that exists.

Mark, Doc Rebuild makes some nice C3 weather striping, I bought the doors and T-tops for my 72 coupe, which was soft like the Latex the factory used, Not sure if he still makes them, I would call him, its been about 10 years since I brought them. or As Patrick says Corvette rubber make a nice product.

I still have the heel pad, will they put it in or do you have to go outside for someone to put in there new carpet?

Welcome to the hobby, Mark.
The best way to do the heel pad is to have a local trim shop change it if such is available to you. That way you can see and control what is done.
