1969 Fuel Tank Strap Fastener Question

Doing a frame off on a 1969 350/350 and have a question on the bolt that goes through the rear of the frame and bolts to the captured nut on the Strap Assemble. The car has had the fuel tank replaced in the past. The bolt present was a 3/8-16 by 1 7/8 full thread black bolt with RCS head marks. From what I understand this is the correct bolt. In the assemble manual, page J228, View A, the drawing shows a washer but it is not called out with a part number. Is the bolt correct and did it have a washer and what was the finish? Thanks for any clarification. Steve

Your bolts sound correct to me. As I recall, no washer was used. Also, I don't recall these bolts as being flanged head type.
