On a non-AC 327/340 hp 63, does coolant always flow through the heater regardless of the temperature control position on the dash?

Tom, If your feeling heat through the ducts while traveling at hwy. speeds chances are the Blend door seal has deteriorated and is letting the hot air flow by the door. Thats a real job getting the box out. I have a minimal amout of hot air to deal with and it a convertible. The question arose when I was doing a complete coolant flush and I noticed a full flow through the heating coils no matter what position the temperature pull was in.
