I am curious to know if the forward door edge blackout was applied at the factory before or after the installation of weatherstrip.

If your 1968 doors had the forward edge blacked out it was done before the weatherstrip was applied. Early 1968 front edge was not blacked out, but I don't know from memory what is early in this context. If there is no evidence on your car, check the TIM&JG for enlightenment, otherwise follow what the car tells you.
Of course, I checked the TIM&JG beforehand, but it does not go into detail on this point. It does make perfect sense that the blackout was applied before weatherstrip, but some things on these cars were so sloppily done that it could just as easily have been otherwise.
The remaining question for me to answer is whether a February-built car would be considered "early" with respect to the blackout operation.
Your Feb. 68 built coupe is early relative to the front door blackout. I have an April built convertible that still does not have it. From what I have been able to determine the front door blackout started in May some time.
