Here's the applications that I found:
3970014 350 69-77 Pass, Chevelle,Camaro, Nova,Monte Carlo 2 or 4 bolt main
3970014 350 69-79 Truck 2 or 4 bolt main
3970014 350 72 Corvette late '72,200 HP,255 HP 4 bolt main
According to my 1973-75 Chevrolet Parts Catalog (Sept. 1973):
"CKL" = 1973 Chevrolet Pass. 350 (L65) w/T.H. and 1973 Chevelle 350 w/T.H.
"13Y" = Chevrolet, 1973, and GMAD - Wilmington assembly plant
"T" = Tonawanda engine plant
I have a 3970014 block that I bought in Carlisle, PA, which was from a 1970 Camaro SS350 (L48) with a casting date "E 16 70", stamped "T0518CRE" on front pad and "10N5?1710" near oil filter ("N" = Norwood where east coast Camaro models were made).

I believe that most all Corvette 283, 327, and 350 engine blocks were made if Flint except for a few exceptions (maybe a few in 1964 or 1965).
"CKL" is not a Corvette engine stamping.

All GM #3970014 blocks were cast at the Tonawanda foundry. For some reason, this was a Tonawanda-only casting number. That's fairly unusual as most small block casting numbers were cast at both Saginaw and Tonawanda.
Some of those 3970014 Tonawanda cast, but Flint machined, cylinder cases found their way into Corvettes in the 1969 to 1973 model years. Obviously (CKL) not this one, however. There was a Restorer story on the subject and the existence of these 0014 cylinder cases is mentioned in both the 1968-69 and 1970-72 TIM&JGs.
