I see the New York Motor Vehicle Bureau (NY MVB) Still Sometimes Records "S" as "5". I fixed one of these with a VIN tag tracing back in the '70s. This one was viewed in 2015 at a long time Corvette dealer's place.

There must be a maximum IQ above which you can't work at NY DMV.
In 1997 I bought one of the first Volvo C70 coupes. The title came back for a "C7T". Well, it sounds the same.

NY did not title cars in 1968. I have one too. What you got then and get now is a "Transferable" registration. Not sure when they started titles but prob late 70's?
As far as I know there are no records. NY DMV is fairly efficient at normal stuff like renewing reg and license but totally inept when it comes to anything out of the ordinary. My experience. Your mileage may vary.1966 L79 Convertible. Milano Maroon
