68-71 Rear Taillight Lettering.

I had purchased a NOS twilight for my 71 car several years ago and was just getting them out to install on my car and I noticed the lettering that says GUIDE 19 SAE STI 71 is at the top of the inner lens and the number in very small letters 5963332 I B is at the4 bottom and both read upside down. All my old ones are the opposite and the ones I have found for sale are opposite as well. Has anyone else seen this before?
